SPADA POLICY OBJECTIVES

n consultation with SPADA members, SPADA has developed policy objectives for film and television. The general objectives provide strategic direction and the specific objectives set SPADA tangible goals in certain areas.



TELEVISION POLICY OBJECTIVES

General

BulletTo lobby for the preservation and strengthening of contestable funding arrangements.

BulletTo improve the ratio of externally produced vis a vis self-produced programmes across all networks.

BulletTo strategise the implementation of tikanga Maori into television policy.

BulletTo strengthen working relationships with Broadcasters.


Specific

BulletTo review funding levels, equity and recoupment positions held by broadcasters and funders to stimulate industry growth and reflect current budget levels.

BulletTo lobby for a position for New Zealand content to be enshrined on all channels including cable and digital.

BulletTo create a document that will be issued to all incoming and domestic productions with Iwi protocols.

BulletTo advocate for robust, genre-based local content targets for all broadcasters.

BulletTo be able to demonstrate increased evidence of recognition of producers’ intellectual property rights.

BulletTo revise and negotiate the best practice processes for engagement of actors (Pink Book).




FILM POLICY OBJECTIVES


General

BulletTo advocate for a whole of government approach to the growth of the domestic industry.

BulletTo increase levels of development and slate funding.

BulletTo encourage open communication and accountability from government agencies.

BulletTo strategise the implementation of tikanga Maori into film policy.

BulletTo create and build an environment of open dialogue with the government agencies and industry organisations involved in marketing the New Zealand industry internationally.

Specific

BulletTo strongly advocate for the continuation and increased funding of the Film Fund.

BulletAdvocate for the domestic industry to benefit from the Large Budget Screen Production Grant Scheme.

BulletTo secure a significant share of first dollar revenues from the New Zealand Film Commission.

BulletTo negotiate amendments to the New Zealand Film Commission Purchase and Acquisition Agreement.

BulletTo revise and negotiate the best practice processes for engagement of actors. (Pink Book)
